The project ”Technical Assistance to support CSOs development in the R. Moldova”, financed by EU Delegation to the R. Moldova and implemented by a consortium led by KMOP Greece (EuropeAid/138197/DH/SER/MD-Relaunch), is hiring 2 (two) Junior non-key experts (JNKE) for the elaboration of a methodology for measuring the social impact of Social Enterprises.

Activity 3.1. Support of European Union Delegation in the Republic of Moldova in monitoring the civil society sector

Background information

The overall objective of the Technical Assistance (TA) contract is to contribute to the development of civil society in becoming a stronger actor, including in actively participating in decision and policy-making and implementation of the European Union (EU)-Moldova Association Agreement to enhance domestic accountability and transparency.

Within the purposed TA contract, relevant for the assignment, are:

  • Technical assistance to EU grant beneficiaries to implement EU funded projects and to comply with EU rules and procedures and,
  • Monitoring of grant achievements under the Civil Society Facility. 

The main purpose of the actions financed within the grant scheme under the Civil Society Facility is the provision of financial support to third parties. The Call for Proposals was designed in such a way as to allow small, grassroots organisations to cooperate with larger, well-established applicants through the mechanism of financial support to third parties. Grassroots and smaller organisations cannot often apply directly for EU funding, so the arrangements under the Call gave them access to EU funds, as sub-grantees.

Main responsibilities

The establishment and running of Social Enterprises in the Republic of Moldova are at the beginning of implementation and needs special attention from the public authorities. The newly created Social Enterprises are not well capacitated yet. There is no methodology for measuring the results and social and economic impact of Social Enterprises on the society as a whole and the communities where Social Enterprises are acting. Despite the expansion of various methodologies and approaches for measuring the social and economic impact of Social Enterprises, there is a lack of methodology, which systemises the general framework and leading principles for measurement of their social and economic impact within the local context of the Republic of Moldova.

The consultants are expected to propose the methodology, which will establish a framework of principles on what needs to be measured so that the Social Enterprises will be enabled to start measuring their performances in a systemic way and thus to support decision making and to ensure the accountability towards their stakeholders. 

The overall objective of the assignment is to analyse the established Social Enterprises and to draft the framework of principles and guidelines for the measurement of their social and economic impact in the Republic of Moldova.

For this purpose two (2) Junior Non Key Experts, one with a social/sociological background and the other one with economic/statistical background should be selected.

Consultants are expected to analyse the context of the Social Entrepreneurship in the Republic of Moldova and to propose a set of relevant indicators and principles for measurement of the impact of social enterprises considering the local context (financial sustainability, efficiency, effectiveness, impact). They must develop the standard operation procedure (guidance for the application of the elaborated methodology) for the SOCIAL ENTERPRISES.

2.2 Elaboration of standard operating procedure for SE for measuring the result and social impact (step by step actions which should be taken by SE for preparation, identification, collection and analysis of relevant data)

 METHODOLOGY DEVELOPMENT REQUIREMENTS

 Both consultants should work together as a team and must develop a methodology for measuring the social impact of social enterprises in the Republic of Moldova, respecting the following requirements:

1)The proposed methodology will include the standard operating procedure for measuring

social impact and a standard set of indicators that should be applied to measuring social impact;

2)  The methodology will contain a balance between the analysis of qualitative and quantitative data;

3) The proposed methodology should consider social, economic and environmental effects;

4) The methodology must be accessible to social enterprises, in a context where many social

enterprises are small and new, with limited resources to apply complicated methods;

5) The proposed indicators will be disaggregated according to sex, age, social category, etc.

The paper should be delivered in Romanian language.

Minimum selection criteria:

  • University degree or equivalent higher education degree in a relevant field for the assignment (Economics and Finance, Law, Social Science, Statistics or at least five (5) years of equivalent professional experience above the minimum requirement below;
  • At least three (3) years of work experience in his/her area of expertise and relevant to the required task;
  • Previous work experience in EU funded projects in ENI East countries, including the Republic of Moldova, is an asset.

Competences – knowledge, skills, abilities:

QUALIFICATION REQUIREMENTS:

 First Junior Non Key Expert

  • Postgraduate studies (master's or PhD) in the social field;
  • Work experience of at least 5 years in social research;
  • Experience of working in EU funded projects;
  • Excellent organizational skills, ability to provide consulting services;
  • Communication skills;
  • Good command of English;
  • Good teamwork skills.

Second Junior Non Key Expert

  • Postgraduate studies (master or PhD) in the economic or statistics field;
  • Work experience of at least 5 years in the economic field or statistics, preferable with a focus on social entrepreneurship;
  • Good command of English;
  • Good teamwork skills.

Input in working days

Twenty (20) working days all spent in Moldova (Chisinau and outside Chisinau) / 10 working days per Junior Non Key Expert

Estimated timing: 15th of July  - 31st of August 2020
